Governance

The Botswana Bureau of Standards (BOBS) was formed with the primary objective of formulating National Standards and promoting quality assurance activities in Botswana.

Thus, BOBS is mandated to facilitate the improvement of the quality of life of Batswana in terms of their safety, human health and environmental protection.

Mandate is contained the Standards Act No. 16 of 1995 and the Weights and Measures Act No. 21 of 2006.

As the Country’s National Standards Body, BOBS is a full member of the International Organization for Standardization (ISO), an affiliate plus member of the International Electrotechnical Commission (IEC), a corresponding member of the International Organization for Legal Metrology (OIML), Botswana is an Associate Member of the General Conference of Weights and Measures (CGPM) and a member of the African Organization for Standardization (ARSO). Through its membership in these bodies, BOBS has access to a wide range of expertise to ensure that it is operating at par with its counterparts.

Our Council

Our Governance structure constitutes twelve (12) person Standards Council comprising four (4) members from the public service and eight (8) from the private, parastatal and academia sections. Representation from the public service is mainly on the basis of the Ministries whose interests are directly linked with those of BOBS while the other sector representatives are selected to complement the different sectors within the economy.

Our Council Committees

Three (3) committees assist the Standards Council in exercising its responsibilities and provide it with recommendations and advice.

Finance, Risk and Audit Committee (FRAC)

Objectives of FRAC are:

  • Provide an oversight role over all BOBS financial resources, infrastructure and compensation matters.
  • Make recommendations to the Council regarding the appointment and dismissal of External Auditors.
  • Develop and ensure the implementation of comprehensive finance policies and strategies which will ensure that BOBS always remains a going concern.

Human Resources & Renumeration Committee (HRRC)

Objectives of HRRC are:

  • Provide an oversight role over all BOBS’ human resource, remuneration and compensation matters.
  • Make recommendations to the Council regarding the appointment and dismissal of senior Management.
  • Develop and ensure the implementation of comprehensive human resources policies and strategies which will ensure that BOBS is able to attract, develop and retain required skills.
  • Ensure that BOBS keeps abreast of developments in the labour market and that the Bureau adopts suitable best practices in human capital management.

Technical Advisory Committee (TAC)

Objectives of TAC are:

  • Provide an oversight role over BOBS’ technical matters.
  • Make recommendations to the Council regarding any policies and proposals that are meant to facilitate technical work.

IMPARTIALITY AND CONFIDENTIALITY STATEMENT
The Botswana Bureau of Standards (BOBS) understands the importance of impartiality and confidentiality in carrying out its management system certification activities. BOBS management is committed to gaining and maintaining the reputation, credibility and ultimately, confidence of its stakeholders in rendering its certification services. Additionally, BOBS strives to continuously manage foreseen potential conflicts of duty and interest and ensures objectivity of its activities under the management system certification. To achieve the above, BOBS shall identify, analyse, record and manage potential conflict of duty and interest to ensure that certification services are not provided within relationships that have been identified to pose an unacceptable threat to impartiality. An Impartiality Committee shall periodically review activities of the certification function to verify commitment to credibility and fairness. The Committee shall further assist in the development of policies relating to impartiality of providing certification activities. BOBS is committed to maintaining in strict confidence all information accessed while rendering the certification services and shall ensure that such information is not divulged to third parties without the Client’s written consent unless if required by law.
