Standards Development Process

Botswana Bureau of Standards (BOBS) facilitates the development of Botswana Standards to improve the quality of products and services in Botswana.
The development and/or adoption of Botswana Standards is carried out as per the following steps:
STEP 1

Preparation of the annual working programme

– Prepared by BOBS
– Prepared taking into consideration the capacity of BOBS in the year for which the programme is planned and other factors like budget
01. Requests made by interested parties
02. Suggestions by TC’s
03. Provisions contained in the NDP as regards the priorities in economic and industrial sectors General policy decisions and directives as determined by the Standards Council
04.Studies made by BOBS, taking into account, the needs of the country in respect of different sectors of the economy.
STEP 2

Creation of Technical Committees

A Technical Committee shall be established at least for each economic or industrial sector depending on the nature and type of activity.

The composition of the TC shall be approved by the Standards Council. The TCs established shall comprise specialized experts of interested parties to deal with priority areas within its programme.
STEP 3

Preparation of draft Botswana standards based on the annual work programme

The secretariat shall prepare draft Botswana standards based on the following information and documents:
01.Technical or other literature
02.International standards and recommendations
03.Foreign standards
04.Studies made by BOBS
STEP 4

Discussion of draft standards

The TCs shall discuss each draft Botswana Standard before it is circulated for public comments.

When there is a need for further discussion of the draft standards, the TC’s may establish working groups composed of specialized experts to deal with details of particular topics.
STEP 5

Circulation of draft Botswana standards for public comments

After the draft standard has been adopted and approved by the TC it shall be circulated for public comments for a period of three months.
STEP 6

Disposal of comments from public circulation

The TC shall discuss and dispose of comments and recommend the standard for submission to the SC for approval.
STEP 7

Approval by the Standards Council as a Botswana standard

Once the standard has been approved, it would then be sent for publication in the gazette, as Botswana Standard.
STEP 8

Publication in the Government Gazette

Once the standard has been approved, it would then be sent for publication in the gazette, as Botswana Standard.
STEP 9

Printing

After gazettement the standard would be made available for sale, in printed form or electronic copy
STEP 10

Revision of Botswana standards

Botswana standards are reviewed after every five years.
IMPARTIALITY AND CONFIDENTIALITY STATEMENT
The Botswana Bureau of Standards (BOBS) understands the importance of impartiality and confidentiality in carrying out its management system certification activities. BOBS management is committed to gaining and maintaining the reputation, credibility and ultimately, confidence of its stakeholders in rendering its certification services. Additionally, BOBS strives to continuously manage foreseen potential conflicts of duty and interest and ensures objectivity of its activities under the management system certification. To achieve the above, BOBS shall identify, analyse, record and manage potential conflict of duty and interest to ensure that certification services are not provided within relationships that have been identified to pose an unacceptable threat to impartiality. An Impartiality Committee shall periodically review activities of the certification function to verify commitment to credibility and fairness. The Committee shall further assist in the development of policies relating to impartiality of providing certification activities. BOBS is committed to maintaining in strict confidence all information accessed while rendering the certification services and shall ensure that such information is not divulged to third parties without the Client’s written consent unless if required by law.
